H. Bernard (‘Bernie’) Waugh, Jr., now Of Counsel, has practiced law since 1979. He served as Chief Legal Counsel for the N.H. Municipal Assn. between 1985-2000), answering legal inquiries from local officials, writing handbooks, lecturing, and testifying at the Legislature on municipal issues. He returned to private practice with Gardner Fulton & Waugh in 2000, advising municipal clients, and defending them, mainly in land use cases. He presented the Municipal Law portion of the NH Bar’s annual "Developments In The Law” seminar for over 30 years. He has also served on his local Zoning Board of Adjustment for around 30 years. He plays violin/fiddle and is an active Appalachian Trail volunteer.
