Leah Rachin is a shareholder and member of Drummond Woodsum's Municipal Law practice group. Leah focuses her practice on municipal, land use, and employment law. She serves as town attorney to several municipalities and advises towns and other public sector clients on a broad range of issues such as zoning, planning, licensing/permitting, charter/ordinance drafting and interpretation, right to know law, voting and elections, property taxes, contracts, and employment matters.
Leah has extensive municipal litigation experience before all levels of Maine courts and local and state boards (particularly in the areas of land use enforcement, Rule 80B appeals, tax assessment appeals, and ballot initiatives/voting rights). She is a frequent speaker on a broad array of municipal topics and conducts the State of Maine’s annual code enforcement officer 80K and legal issues certification courses.
In addition to her work as a town attorney, Leah represents individuals, developers, businesses, and citizens groups in their interactions with municipalities, including administrative appeals, permitting/land use approvals, and ballot initiatives. In her employment practice, Leah advises both employers and employees and conducts independent investigations where misconduct has been alleged.
Prior to Leah joining Drummond Woodsum, Leah practiced municipal law for close to 20 years with York County’s largest law firm. Before that, she practiced with a large Toronto law firm where she gained significant litigation experience including class action and mass tort litigation.
