1:30 p.m.  -  Local Road Management: What’s in Your Toolbox?

In this session, we’ll explore the various tools available to municipalities to manage local roads. Topics will include regulation of the use of local roads, speed limits and parking regulations; weight limits; driveways; street names and numbers; street signs; use by OHRVs/ATVs; and general enforcement authority regarding use, obstructions and damage to local roads by private parties.

3:15 p.m.  -  Adventures in the Land of Public Meetings: A Mock Municipal Meeting
Watch and interact with 8 general municipal attorneys from Drummond Woodsum as they step into the hot seat as a mock municipal board conducting a public meeting. This mock public meeting will incorporate aspects of all types of municipal meetings (e.g., towns, cities, land use, conservation, heritage, etc.). Five attorneys will make up a "board" and will conduct a public meeting demonstrating: how to follow RSA 91-A and the First Amendment (free speech); how to best address public participation and disruptions; how to efficiently complete the business of the meeting while effectively interacting with the public; as well as examples of how not to run a meeting. Planted attorneys will act as members of the public to challenge the board, and an "MC" will describe the board's actions during the mock meeting and take questions from attendees.
